Horizontal Scanlines 
Adobe Photoshop. Note: This tutorial was written back in 2005. I recently found them again so I am posting them up for everyone to read.
1.) Make a new layer
2.) Find the Gradient Tool and set it's mode to Difference.
3.) Press 'D' on your keyboard and make random strokes in your gameover/title.
4.) Use a motion blur filter effect, with an angle of 0 and the speed should be anything that looks good.
5.) Then set the layer's blending mode to 'Soft Light'.
