First off; Welcome to RRR, glad to see you are here, just because this is RPG Maker Forum does not mean you can't post other games here, so we hope you stick around.

As far as selling your game goes, I believe as long as you do not break any part of the EULA of the game maker, and you have permission for any resources you use (sprites, sounds, music) then you can sell the game, but I am not positive if Fighter Maker has the same EULA as the RPG Maker games.

Welcom RRR, for first.
Anyway, I can add something more. 2D FM 2002 wasn't released outside Japan, so the English version you can find here and there isn't too much legal (let's say Enterbrain never authorized an official translation). As a result you shouldn't be able to sell your game, in my opinion. I don't know for how much time we'll retain a working link to that version of the engine, but this is so.

What everybody else said. Pretty much, if you don't own the Japanese version, then no to commercial selling of the product. I believe any local versions are illegal translations. We do allow for posting of such games here (ie., RM2K, 2K3, etc), but as for selling the games, you would need to have purchased a licensed copy (which is only available in the Japanese language, I believe).
