I'll be honest with you: Pokemon games are the kind of project you shouldn't attempt unless you are very experienced with RM and game design in general.
If you really want to try, search for Pokemon Essentials on RMXP. But you will give up soon.

It's just that Pokemon games are really difficult to make and their completion rate is even lower than the average RM game.

A lot of monsters in the database, and actors in database. And everything else.
Pokémon is a really really large game, even the "small" ones. So of course experience is needed.
I remember the first time I grabbed Game Maker. First thing I thought: "Imma make Pokémon game!".
Didn't even finish the title screen. :V

You could always make a game with only the main pokémon in it (or maybe only a few, anyway). Isn't that similar to how the PKMN dungeon games worked? I've only seen them and haven't played them.

I think everyone makes RM games in this order, or at least 90% of them do.
MY FIRST RPG WITH HERO AND STUFF - get bored after 4 maps or so
I MADE BETTER RPG ITS FUN PLAY IT - three switches, a variable that makes a chest open and close (oh man so funny lololololo)
NEVER MIND RPG'S SUCK I MADE MARIO GAME - three jumps and an enemy to stomp on
OH GOD MARIO GAMES ARE HARD IM GOING TO... MAKE RPG AGAIN - this time has text, some sort of horribad story, some databasing, get bored
ITS BEEN A YEAR SINCE LAST GAME BUT THIS NEXT 1 WILL B KEWL - this time you learn how to put scripts you found on the forum in your game, immediately set out to recreate the most epic FF7 remake ever. get bored, give up.
HEY MAYBE THIS TIME I'LL ACTUALLY LOOK UP AND ASK PEOPLE WHAT I'M DOING WRONG?! - this time you make a decent product that isn't FF, maybe it's a joke game with terrible potty humor and lots of cussing, but it's 30 minutes long.
success! now you'll never touch RM again because it's not as easy making a game as you thought. this is what 90% of people will do.
if you are not one of the 90%, copy this and put it in your signature. note that I have not done so :V

i know some people like to remake pokemon or FF out of their love for it ... but i never really quite understood the fascination of doing it.
isnt it more fun to create something new? thats why we use rpgmaker.

Thats why you use rpgmaker. Other people have other objectives. Just another way to interact with something they love can be reason enough. Its sorta like an instrument, you dont always want to be playing your own material.
I personally would love to make a pokemon game if I believed I was competent enough. I look forward to this if it gets off the ground.

All right, this went way off topic and the OP has been supplied plenty of information.
Closing down. =]
