I originally found it in an old post here, but the post had a bad link. So i dug around and did not find a download on any site that did not raise red "virus" flags. If anybody could help me find it again, that would be great!

He may be referring to the Simulation RPG Maker 95 software.
I don't recall that one being in English though, but perhaps there is a translated version that he's looking for?

Naw guys, that's SimRPG95. He means Tactical RPG Editor which is a different game maker entirely. In fact, I might be wrong, but I think it's in Japanese or some other non-english language. I'm too lazy to google it, but I assume you'd find it if you dug REAL deep on google. (Cut me slack, it's 1 AM here.)

Klok is right. that is the one I am trying to find. I know there is at least one english translation, but I have not been able to find it. (even through the all powerful google)

You can buy the software in Japanese at the hitpoints.net for 6500 yen (plus 900 yen for shipping). There isn't a legal English version.
