1st: How can I make a FF7-styled custom battle system?
2nd: The ATB includes everything like FF7? For example like this:

3rd: According to OranGemeo, the CBS does the ATB, have the hero name and side of the hero name the Barrier bar but in the side, has HP/MP/Limit/Wait bar for each character. When the Wait bar fills, the battle commands appear. Had choices: Attack(when the Limit bar wa full, replaces to Limit when it's colored like the original FF7.), Magic, [Insert special attack battle command here], Item and Flee, and so much battle commands like FF7 when you reaches at high level.
Help is much needed.

Ahem...do note that you will need LOTS of knowledge of RPG Maker, and this WILL be a LOT of WORK. So don't expect this to be too easy.
Ok, I'm beginner in RM2k3, but a lot of everything may can help me. 
A beginner you say? Help is great, but if you don't wish to take time, just quit now, otherwise, I am willing to help you in RPG maker. Not the custom FFVII battle style, but just overall help, go ahead!
You being a beginner, the simple answer would be that you're simply not ready for replicating the ff7 battle system for now.
The only way you'd get the system work as well as the one in the video would be if someone made it for you, and you wouldn't able to use it further to add your own enemies or anything because you wouldn't understand how to do so. Not speaking of the sheer amount of work it would take to explain it all. Just teaching someone to make a simple custom battle system with only basic stuff like attack, magic and items could easily become quite the undertaking
You don't run before you learn to walk, and as such you should start with learning how to do more simple things before learning how to do something as complex as a CBS (let alone the ff7 one).
Since a lot of CBS consists of several layers of menus, I suggest you trying to find some tutorials on making CMS first. Depending on how easily you'll be able to follow those tutorials, you will also be able to better tell how much hard/easy it will be to make a CBS.
