im not aloud to say my age but its near the end so i share a phone with my sister, so i want a phone to my self. i dont want someone (espically a girl) to ask me whats your phone number and me not to be able to tell her/him my sister hogs my phone all the time )X

I believe that, at your age, you require a parent to purchase the phone for you.
Additionally, I would suspect that you'd need money to get the phone to begin with - so either way, you'll have to go through your parents/legal guardian to get a phone. (I'm assuming that you are referring to a mobile phone?)

At any rate, because you would have to go through your parents any way, you wouldn't need to know how to get a phone as they would get it for you - but you could pay attention to the process so that you would know for future reference.
However, as I said, you require the assistance of your parents - not us online peoples. =]
