The answer is Yes , there is a special package for that but only on XP .

Before you make this pokemon game, realise what that will include. You need to balance out elements such as ghost, physic, grass and whatever else pokemon games use. You need to create stats of THOUSANDS of pokemon and have it balanced. Additionally, for VX that's going to be twice as hard as there is no special package available to create a pokemon game, unless you understand Ruby.

If you still think you can create a Pokemon game, then go for it. However, be realistic in your decision. Balancing the elements is a lot harder than it seems. As dricc said, you are better off using XP if you are going to make this because of the helpful package, but even with that you have to know what you are doing.

I'd advice you create a simple game in VX using the default resources instead, it's much easier and can help you learn how to use the engine effectively.

Gameplay balance will be massive, but the original creators weren't immune to it either. I remember playing the first one on my black and white gameboy (I had to wait in line at the general store to get some sorghum beats for me rheumatism) back when they only had a moderate amount of elements, and they've changed what they do over the years. There were separate times where Ghosts were immune to earth and weak to it, the balance just had to evolve as they added all the new elements and, maybe even more importantly, those few critters that are exceptions to the rule.

But I don't bring it up to discourage you, I mean the opposite. You shouldn't let it scare you off, because you can alter that balance as you work through the game. I can't pretend it's going to be easy, but don't think that you have to plot out every little thing ahead of time. To be quite honest you're going to need a version that's your "practice run," which is the same reason I'm keeping my hopes and expectations low for my first outing. I say dive in...when you're a big time game producer then you can do an official game design document and lay out everything before you touch the maker.

There was a pretty decent Pokemon rip on Facebook, not sure if it's still there, but that evolved and changed it's scores and ratios constantly as they added to their beastiary. Of course, this often meant we had to start all new characters. Wa waa waaaa...
