I'v always wondered how people publish new maps and I see new maps in games and I want to know if there is a program that helps you do it or it's just very talented people cuz it looks realy hard to precise the suze of the map to fit the squares that RMXP divides to.

What people mostly do is create tilesets, and then make maps using them. The program that they use is generally Photoshop/Graphics Gale/paint.net.
