Future City, How can I do this? Options

Hi, I hope I'm not OT but... In my game I wanna to create a future city, full of lights and shining stuff but... where can I start from?
I have only some spotted idea... I mean, I can take a Tileset, then erase some pixels and leave them transparent. Then, changing the hue of the panorama the city could have that shining effect but it uses an great amount of RAM...

but you know. you can just use panorama mapping and add the lights and stuff to the image.

Yeah, this can be great but... the image should be... too realistic for a game. I mean, if I use a photo of a real city (such as Tokio) and fill it with lights, the result should be great but... it's realistic. But that trick can work well
