OK so here is the deal, I am currently making a Roman style Galley/boat. on a sprite sheet, you know the 4x4, anyways the work is very hard but it is going great! However the work takes a very long time so is there a way I can copy the boat and then paste it on the same page to save me time?

I am using Photoshop.

yeah, just use one of the marquee/selection box tools and select the boat you want to copy; ctrl+c it or go to 'edit' at the top and select copy.
After that, paste it onto the canvas-- ctrl+v or going to 'edit' at the top again and clicking 'paste'.

If the boats are not on separate layers though, you can use the magic wand tool instead. '^'/

Photoshop won't let you create new layers on images that have certain settings applied to them.
If you see the locked icon on the only layer you have, then you need to grab the layer and drop it on the "copy layer" icon at the bottom of the Layer window, and it will create a duplicate. Then you can either hide or delete the original layer so you don't have a duplicate (just be sure to save as a PSD so that you don't lose the original with its formatting).
If you change the original formatting (using the image settings in Photoshop) then you might have a problem getting it to work properly in RPG Maker (but I haven't attempted that myself, so I can't say for sure). =]
