I don't understand its use, or even how to use it can some one explain?

Works more like charges, similar to the overdrive in Final Fantasy VII. You set a skill at so many TP points. The more attacks or damage you cause or take, the TP goes up. So let's say you create a skill called Nuclear that requires 100 TP. This skill will not be available until the character gets 100 TP, at which time the skill becomes available. After it's use, they'll need to get to 100 TP before using it again.

Thanks for filing me in on that I am still learning Ace's functions. But what about when I go into battle it seems like my TP is random when I enter battle.

I'm not in a position to look at Ace at the moment, but I believe there are two options. By default, the TP doesn't carry over from battle to the next, and is randomized instead. There should be an option in the database to have it carry over instead if you'd like, so if you gain 10 TP in one battle, the next will start at 10.

Otherwise if you want it to start over at 0 each battle, that would take some script tweaking, which Shaz has explained here:

Thanks I learned almost all I need to know except one thing. Is there a way to make different actors gain TP at differently rates?

Probably with a script, but I'm not sure if one has been made yet.

Well thanks for the help any ways. I Found what I am looking for it was a script made by Yanfly. It was Yanfly's TP manager. It gives the FFX overdrive gain rate option enabling the player to choose how each character gains TP or in FFX terms OD. Here is the script just so you know if anyone else asks for something like what I was.

Again thanks for the help.
