It is most certainly possible, although most likely not probable. You just need to know how too;
1. Recode the RGSS library to fit the handheld standards,
2. Code an eboot for the said handheld,
3. Other things that involve starting and running the game, control functionality, etc.
In other words, your screwed unless you either know how to code it all(It's quite a lot) or have somebody who does do it for you.($$$)
On top of all this, you can't even begin until your 100% sure your game is free of bugs, glitches, and completely finished.
Which brings up the reason why anybody with the abilities to do this won't, because there is just no point to it.
When you make the game for the computer, you can regularly add updates, fixes, expansions, etc.
Bottom line, it's not worth all the trouble, time, and money gone into a game for a handheld. You'll get more out of the PC.
