As for the site you linked to, it's apprently a web hosting service providing a site builder. It looks pretty crappy - 21£ per month for 1.5 GB space and 60 GB bandwith is really expensive and not worth it at all.
You can get a decent webhost for not too much.
I paid a one time fee of 45 dollars, and my domain has been up for a year.
I have a promotional price to renew it, as well, which is pretty sweet.
As far as the HTML, PHP, CSS, and SQL go...
You really don't NEED alot of knowledge in those areas.
While it does help, most web hosts provide installations of different Content Management Systems, or Forums, or Photo Galleries, and alot of newer companies have the Databasing in the background as well. So, you don't really need to mess with raw code alot, if you don't want to.
Of course, that does depend on the web host.
