For this, you will have to do a "Move Picture" command and affect the Transparency, like so.
1.) Go to the 2nd Tab while making a new event command, and select "Move Picture." (Only those circled in Blue matter at the moment)

2.) Change the "Picture Number to whatever your border picture was set as.
3.) Change the "Opacity" to 0.
4.) Change the Time to whatever you want. It will fade out over the course of this time.
60 Frames = 1 Second
120 Frames = 2 Seconds
180 Frames = 3 Seconds
And so on and so forth.

5.) Click "Okay."
6.) Go to the 2nd Tab again while making a new event command, and select Erase Picture. Then choose the number that you set your border to.
7.) Your picture will now Fadeout over the amount of time that you choose.

EDIT: This also works for fading pictures in. When you first set your picture, you make the opacity 0. Then you "Move" that picture to 255 Opacity over the course of however many seconds you want.
