I wanna start a horror RPG game and I was wondering if there any good tutorials to have that horror-feel to it. Like flash lights/candle Area lighting (can see as far as the lightsource goes) and eerie backgrounds (in battle) or just having storms or having a very dark setting. Can anyone help?

I would recommend finding a few existing horror RPG Maker games and using them as examples (not copying them, but using them to reference ideas and such). =]

I don't know of any particular tutorials that would lead you to making a survival-horror game, but there are many resources and tutorials around the forum if you look for them.

There are resources in the Gallery and in the resource submission forum. So check there for any relative resources (unless you plan on making your own, or unless you are needing custom resources, etc.).
There are also a lot of tutorial areas on RRR, so you'd have to look through those to find relative tutorials. (See these links for the various tutorial forums: Gameplay, VX Ace, VX, XP, 2000/2003, Scripts, Events, Art/Spriting, Audio, and Writing.)

Do you know simple survival horror games that have been made? I seen some but they're like MORE than what I can do (still a newbie here) just maybe a survival horror game that takes place in the dark might be good to start with~

Well, the only horror-like games I'm familiar with aren't very simple (One Night, for example).
If you consider Finding Eden to be close enough to that genre, it is much more simple than One Night (because Finding Eden was made for a competition, and isn't that long, etc.).

Dark Gaia has his One Night Trilogy, and there's also the Ravenwood Horror. Both for VX. If you go to the Completed Games, you can find them in the Index for Completed Games for VX topic.
