Said like that, it's rather vague, but I think you don't need to script for that. Pure random target is not really doable, so you'd need to prepare a lot of them and randomly choose one.
Then again, it's pretty vague as is.
Your other concept doesn't forcibly need scripting either. Somebody made a game like this,
Kingdom Maker. It's not a fantastic game, but it could have been with a little more sophistication. Even without script, you'll need deep knowledge of eventing to accomplish this.
My advice would be to drop by the
Event Emporium and study how the event systems are made.
