Alright, so i've seen alot of videos of RPG Maker 2003 battles with moving backgrounds. And I thought that that would be a wonderful idea for a battle were your running or something. The only problem is that I don't know how to make something like that.
Its probably very simple and i'm just an idiot.

By the way, this is not a simple thing in this program (though it really should be considering how boring static backgrounds can be when stuck in really long battles against large things ).

Perhaps you could use a parallel process involving 2 looping background picture pieces (each 1 screen wide), side by side with no gaps, moving from one end to the other, and then being placed back at the beginning when completely at the end? That probably won't work due to the pictures being placed above nearly everything, but you could still use it for groups of moving objects with lots of empty space between stuff.
If all else fails with the moving background, you could also just have a motion-blurred version of the background or just a bunch of action lines in the colors of the area.
To make it look like the characters are continuously running, make a status effect called "running" and make it give them the walk left or walk right animation (depending on which one you plan on using) and have it wear off after battle, uncurable by time or items, and change nothing to stats unless you want it to. Then all you have to do is give everyone the status effect right before the battle.
With enough things to simulate motion and running, you can trick your player into thinking that the characters are running away from something and still battling it at the same time, even if you can't make a moving background directly.

The best advice that I can give you is to use what you have at your disposal and to never give up on something that you want just because the easy path is blocked. There's always another way to get that look, another way to captivate the player, another way to succeed at what you set out to do.

Actually, it's built into the engine itself and really quite simple to use.

Look under the Terrain tab in the data base. Above the picture there's two options; "Background" and "Frame". If you want a moving background, select "Frame". The options to the right of the picture will light up, and you can now set a background and a foreground image, as well as control the direction and speed of the scrolling for both elements independently.

To use your scrolling background, make sure the floor tiles of the map you want to use it on are set to the terrain you created the frames for, and make sure "Use Terrain Settings" is ticked under "Battle Background" on your Map Properties. If you set your map to a specific background, it won't work; you can only use static backdrops that way.

Wow, it actually is a thing. I guess you learn something new every day. Also, I noticed that frame pieces need to be screen-sized to be imported, just as a heads-up. That plus the "running" status effect that I explained above would complete it.
