Well, I tried to download RPG maker 2k3, I had to sign up, I did, and I just tried again and it said Disabled, and refreshed the page, what's up with this?

No, it won't work either. It's because those translations of RPG Maker 2003 were illegal, so we removed them.

Yes. Because you have to buy them. Download the trials here and buy if you like them. This doesn't apply to 2K/2K3 though so you're on your own for them. Closing this down now.
