VXAce is the latest version, so I guess you can't go wrong there, lol.
Nice work with the graphic art, though I would recommend (in that particular image) that you make the reflection less direct by shifting it slightly (you can do that by using the transform tool in Photoshop, if you have Photoshop). Just a suggestion to make it look more realistic (as reflections rarely give a complete reflection, unless he's riding on top of a mirror).

Anyway, being able to create graphics is a large part of game-making, though usually in the form of sprites and battlers (those are the pixel graphics used in the game to represent characters on the map and in battle), however attack animations and basic window/logo/etc. designs are usually custom-made so your graphic-editing experience should come in handy when designing a VXAce game. =]
