Chibi = Small / Petite.

Tsukuru = RPG Maker

Dunno what the hell "Kyara" means...

It's really easy to use and it's online. You can't download it, but it is very useful and I have actually used a couple sprites I have made from there in Aradiah.

For those who can't use the generator, I uploaded it. It's also useful for making sprites on the move:

Edit:
You should also add ResHacker. It's useful for changing icons, game information etc.
And there is and awesome toll called RMReacker, that can change the Enterbrain logo in RM2K/3 games and also change the icon. I think it was used for Ahrimans Prophecy as well.
