Script cache line 106 RGSS error occured, Failed to create bitmap? Options

Ok so I wanted to test out one of my games and encrypted it and added the RTP, then when I tried to instal it on another computer I got the error
"Script cache line 106 RGSS error occured failed to create bitmap"

I saw a topic on RPG maker web about it but that was only if you have a pic outside the encrypt, I did have one but then I deleted it and redid the whole thing and I sill get the same error, the game actually starts but then when it goes to the 2nd scene the game error occurs.

I have tried not including the RTP and it still doesnt work, any ideas?

Remove "character.jpg" from "Graphics\Faces\"

It is an empty file and causes the crash when encrypted within the game.
